Technology-Enhanced Learning: Experiences of ECO Member Countries

The ECO Science Foundation (ECOSF), in collaboration with the ECO Educational Institute (ECOEI) and the E-learning Association of Iran (YADA), is pleased to invite you to speak at our virtual panel session on “Technology-Enhanced Learning: Experiences of ECO Member Countries,” scheduled for February 26, 2025, as part of the 18th National and 12th International Conference on e-Learning and e-Teaching (ICeLeT 2025) in Kerman, Iran.
About the Session
Technology-enhanced learning (TEL) is reshaping education by integrating digital tools such as online platforms, virtual classrooms, and mobile applications to expand learning opportunities, improve accessibility, and enhance educational outcomes. However, in the ECO region, TEL adoption remains uneven due to challenges such as limited digital infrastructure, inadequate institutional capacity, and policy gaps.
This interactive session will bring together experts, policymakers, educators, researchers, and students from across ECO Member Countries to:
- Discuss the latest developments in TEL and its impact on education systems.
- Share insights on challenges, best practices, and success stories from their respective countries.
- Explore policy recommendations to promote TEL adoption in the region.
- Contribute to shaping future policies and frameworks for TEL adoption in the ECO region.
The session will be held both in person and virtually, allowing easy access for participants from across the region.

Prof. Seyed Komail Tayebi
President - ECO Science Foundation, Pakistan
Prof. Seyed Komail Tayebi (Iranian National) is serving as the President ECO Science Foundation (ECOSF), with more than 25 years of experience in international development, he is one of the most accomplished economists of Iran, and academic leader with rich and diverse experience in international economics and its linkages to promote R&D, technology, and scientific spillovers.
Before joining ECOSF, Prof. Tayebi was a Professor of International Economics and Econometrics at the University of Isfahan, Iran. He directed the Center of Excellence for International Economics and served as Editor-in-Chief of International Economics Studies. A member of the Asia Pacific Economic Forum (APEF) since 2002, he was its president in 2008-2009. He has also been a member of the Association of Korea Economic Studies (AKES) since 2010. Prof. Tayebi has published extensively on international trade, economic integration, financial crises, micro-econometrics, SMEs, and technology spillovers.
Prof. Mehmet Akif KİREÇCİ
President - ECO Educational Institute, Türkiye'
Prof. Mehmet Akif Kireççi (Türkish National) is the President of ECO Educational Institute (ECOEI) in Ankara, Turkey. He has also served as the Dean of the Faculty of Political Sciences at Ankara Social Sciences University, a board member of The Turkish Fulbright Commission, the Deputy Chairman of Turkish National Commission for UNESCO, and a member of Turkey’s Presidential Committee on Security and Foreign Policy. His areas of expertise cover international relations, geopolitics, modernization and cultural transformations in the Middle East and Turkish foreign policy.
